This commitment was highlighted during a visit to the Sumipol Manufacturing Technology Center (SIMTEC) by a high-ranking government delegation led by Dr. Ekniti Nitithanprapas, Deputy Prime Minister and Minister of Finance, alongside a team of advisors and executives from the Thailand Board of Investment (BOI), led by Mr. Narit Therdsteerasukdi, Secretary General of the BOI. The delegation observed the progress of the training program “Green Transformation for Next-Generation Factory Leaders” and exchanged insights on workforce development to support the shifting landscape of Thailand’s manufacturing sector.

Upon arriving at SIMTEC, the delegation was warmly welcomed by Mr. Thongpol Oulapathorn, Director of SIMTEC, and his team. In his briefing, Mr. Thongpol outlined SIMTEC’s core mission: established as a technical learning center for manufacturing in the era of Industry 4.0, with a strong emphasis on a “Real-World Practical Training Academy” model within an actual factory-floor environment.
The entire curriculum structure was co-designed directly with world-leading technology owners, combined with over 40 years of experience from Sumipol Corporation standing alongside Thai industry, ensuring a precise and deep understanding of entrepreneurs’ needs. Furthermore, despite facing the COVID-19 crisis right at its inception, SIMTEC continued to deliver knowledge through both online and offline channels, successfully nurturing more than 25,000 personnel. This total comprises 20,000 from the educational sector and over 5,000 industrial professionals from more than 500 leading factories, forming a vital talent base driving the nation’s manufacturing sector.
HIGH-SKILLED HUMAN CAPITAL: When Capital Must Go Hand-in-Hand with Comprehensive People Development
The delegation then proceeded to the seminar room, where Mr. Narit Niramaiwong, Governor of Chonburi Province, delivered a welcoming address. He highlighted Chonburi’s role as the country’s economic, industrial, investment, and tourism hub, boasting a Gross Provincial Product (GPP) of over 1.23 trillion Baht—ranking second in Thailand. As a strategic area within the Eastern Economic Corridor (EEC), Chonburi hosts over 5,100 factories both inside and outside industrial estates, generating employment for more than 540,000 workers, particularly in the automotive, electronics, and future industries.
However, the Governor pointed out a critical strategic issue: sustainable investment promotion cannot rely solely on capital figures or the import of modern machinery; it must be coupled with human capacity upgrading. He noted that the BOI’s measures in building “High-Skilled Human Capital” are vital to “bridging the skill gap” between the workforce and the demands of modern technology.
Additionally, Chonburi Province expressed its readiness to integrate cooperation among the government, private sector, educational institutions, and training centers. This initiative aims to provide local citizens and youth with access to high-skill development and quality employment, ensuring that investment benefits are distributed thoroughly throughout the community while sustainably enhancing the nation’s competitiveness.
SEEN → LEAN → GREEN → CLEAN: Transforming Concepts into Truly Competitive Skills
Mr. Thongpol discussed the objectives of the “Green Transformation for Next-Generation Factory Leaders” program, supported by the BOI under the BOI STEM++ initiative. To date, over 900 participants have registered out of the total target of 1,000 across 9 training cohorts. The government delegation’s visit coincided with the live learning session of Cohort 4, with all cohorts expected to complete their training by November.
The hallmark of this curriculum is not teaching environmental concepts in isolation, but rather integrating Lean, Industrial IoT, Energy Management, and Green Transformation through a 4-step learning framework:
- SEEN (Data Visibility): Utilizing Industrial IoT and sensor technologies to make invisible data in production lines clearly visible, such as monitoring machine efficiency and identifying loss points.
- LEAN (Waste Elimination): Applying Lean principles to uncover and eliminate losses and waste, including energy losses in the manufacturing process.
- GREEN (Environmental Standard): Elevating mindsets toward energy management, corporate and product carbon footprint assessment (CFO/CFP), and life cycle assessment (LCA).
- CLEAN (Systematic Sustainability): Consolidating all data and insights into actionable GX Roadmaps and action plans that can be practically implemented to improve factory operations.
Mr. Thongpol emphasized that feedback from previous cohorts reinforces confidence that the acquired knowledge will genuinely enable Thai entrepreneurs to adapt and build a competitive edge in today’s economic landscape.

Following the interaction with trainees, the delegation toured the Learning Factory area on the ground floor of SIMTEC, the core engine for building advanced skills in technology and energy management. The institute has transformed conventional theory classrooms into a simulated real-world industrial factory environment.
Participants get to experience hands-on practice with modern machinery and equipment, learn how to design IoT dashboards for specific purposes, practice detecting compressed air leaks—a massive hidden cost for factories—as well as survey energy hotspots and analyze machine losses to systematically link productivity with carbon footprints. Demonstrations at each learning station proved that SIMTEC’s commitment to “Practical Hands-on Training” is truly realized through systematically designed tools and international standard learning processes.

If an organization can develop its “shop-floor workforce” to be knowledgeable, capable of reading data, analyzing energy losses, and linking those losses to costs and carbon footprints, subsequent technology investments will be precise, cost-effective, and yield maximum business returns. The SEEN → LEAN → GREEN → CLEAN framework is therefore not merely about doing good for the environment, but a business management strategy that integrates productivity, energy efficiency, and carbon reduction into the same improvement process.
